clojure.core/slurp currently does not accept an encoding to use when
reading the content from the provided path.  Using the system-default
encoding is a very common failure pattern.

Attached is a patch which adds an encoding argument to slurp (while
retaining the existing behaviour of falling back on the system-default
encoding when one is not specified).
