Either (a) it should be declined as not a bug, or not worth implementing, or (b) some contributor should attach a patch that fixes the problem, preferably with one or more tests that fail with the existing code. In either case, mark it ready for screening by changing the Patch attribute to "Code" or "Code and Test".

Has a patch of "Code" or "Code and Test", and Approval is anything other than Incomplete, Screened, Accepted, or OK.
Screener should look at it and decide whether to decline the patch (by changing Patch attribute to None), accept it as screened (by changing Approval attribute to Screened), or if the "patch" was a suggestion to decline the ticket as a whole and you agree, close it as declined.
