Exclusions don't exclude transitive classifier libs

Exclusions are specifically only as lib name (no classifier variants or versions are allowed). When this is done, transitive classifier deps don't get excluded (due to the new code around classifiers).

Repro:

Here uncomplicate/neanderthal has downstream transitive deps on os-classifier variants of jcuda and jcublas, but those do not correctly get excluded.
