Windows clj does not handle quoted strings in -Sdeps argument correctly

Description

I have installed clj on Windows without problems but when I do:

I get this error:

I'm closing this as a duplicate of (not saying that this isn't confusing but we are inevitably subject to the whims of our host shell quoting), leaving that one open as there may still be more to do here.
